The Dam That Drowned a River's Memory

Right where you are, you're in the watershed of the Congaree River, though locals for generations called this whole area by its smaller tributaries and creeks that once meant everything to settlement patterns. You're actually positioned between two massive water stories: the Santee River system to the east and the Congaree-Wateree drainage flowing south toward Columbia. But the water feature that defines this landscape is Lake Marion, about fifteen miles east of you, and the engineering project that created it changed South Carolina forever.

The Santee River used to run wild and free from the Piedmont all the way to the Atlantic. Its watershed covers nearly sixteen thousand square miles. Before 1941, the Santee and Cooper rivers were separate characters with their own personalities, their own flood cycles, their own relationships with the people who lived along their banks.

Then came the Santee Cooper Project, one of the New Deal's most ambitious hydro-electric schemes. Between 1939 and 1941, they built two earthen dams, created Lake Marion and Lake Moultrie, and completely rerouted the Santee River through a canal system into the Cooper River. Lake Marion alone covers more than a hundred thousand acres. It drowned the town of Ferguson, submerged thousands of acres of cypress swamp, and erased communities that had existed since colonial times.

The human cost was staggering but rarely discussed. Hundreds of families, many of them Black landowners who'd held their property since Reconstruction, were forced out. The compensation was minimal, the relocation traumatic. Cemeteries were supposed to be moved, but many weren't. Today, when the lake level drops during drought, old chimneys and foundations emerge like ghosts. Fishermen sometimes snag their lines on fence posts from farmsteads forty feet down.

The project brought electricity to rural South Carolina, created jobs, and powers homes to this day. But it also severed a river's natural connection to the sea, altered fish migrations, and fundamentally changed how sediment moves through the system. The Cooper River downstream became choked with sediment it never evolved to handle.
