The Rio Grande's Great Concrete Gamble

You're traveling through the San Luis Valley, and the water story here belongs to the Rio Grande, one of the great rivers of the West. Right now you're about twelve miles east of Alamosa, where the Rio Grande flows north to south through this high desert valley at seventy-six hundred feet elevation. The San Luis Valley sits atop one of the largest aquifers in North America, but here's the paradox: this place is a desert. Gets maybe seven inches of rain a year. The biggest gamble came in 1912 when irrigators built the Platoro Dam upstream in the San Juan Mountains, followed by a whole system of diversions and channels. But the real transformation happened with Closed Basin Project in the 1970s, a massive attempt to pump groundwater from the valley floor and dump it back into the Rio Grande. The goal was to stop water from flowing naturally north toward the Great Sand Dunes and instead redirect it south toward Texas and Mexico, because Colorado owed them water under the Rio Grande Compact.

Here's what happened: farmers had been pumping groundwater so aggressively that the water table dropped forty feet in some places. Meanwhile, wetlands that had existed for thousands of years began disappearing. The Closed Basin Project was supposed to fix this by capturing shallow groundwater before it became useless, pumping sixty thousand acre-feet per year back into the river.

The consequences? The project saved Colorado from breaking its compact obligations, but it fundamentally rewrote the valley's water biography. Those ancient wetlands shrank dramatically. The aquifer stabilized in some areas but kept dropping in others. And farmers found themselves in an impossible position: growing potatoes and barley in a desert using water that's increasingly expensive and legally complicated.
